'Candy game'
Mary Prior KC, presenting evidence, detailed Ruben's offending to the judicial body.
She said his targets were disadvantaged youngsters who were staying at a summer program which he ran.
The man played a "treat game" with the children, the prosecutor stated, in which he would access the sleeping quarters when they were settling down and ask them to ingest treats "as fast as possible".
She told the court the man had engaged in this activity with the children "for many years", and children had previously fallen ill the following morning.
She explained the man had been able to explain this over a long period as the minors being "overwrought by enjoyment", until his stepchild had concerns in summer 2025.
The legal representative continued: "This year his family member had suspicions about the activities, with valid cause.
"They decided to examine in the defendant's belongings."
Mrs Prior KC stated materials including infant oil, Vaseline and syringes were discovered, and his stepson contacted the law enforcement about his worries.
She explained the defendant proceeded to conduct the "treat game" with six boys that time - that Saturday - and they were everyone unwell the following morning.
"Law enforcement" had not arrived by that time," she stated further.
The regulatory agency, the police conduct office, earlier informed that it was investigating the police response of the events.
Mrs Prior explained the youngsters were unable to walk properly due to being ill, so the stepson contacted the law enforcement a second time.
She explained Ruben then conducted the "treat game" in a space of five children.
